Humanitarian aid is flowing into North Korea in the wake of terrible famines, but funds are being diverted to the army instead. The Chinese have broken with Korea, so the Korean general responsible for the humanitarian mayhem strikes a quiet alliance with Russia and blames the trouble on China. When he starts military maneuvers against the Chinese, they officially agree to a multinational force to safeguard their border. Unofficially, the Ghosts and other special forces go in to cripple the North Korean threat and depose the rogue general.
