首相 改革案報告受け、野党側との協議指示
１日の閣議で、消費税について「２０１０年代半ばまでに段階的に税率を１０％まで引き上げる」とする政府・与党の社会保障と税の一体改革案が報告された。これを受け、菅首相は、野党各党に協議への参加を呼びかけるよう指示した。
