Wal-Mart Stores Inc. (NYSE: WMT) is decreasing gas prices by about 10 cents a gallon for three months to assist consumers concerned about their spending through an unyielding economy and bustling summer travel season.In a statement, Chief Marketing Officer Stephen Quinn said "Our customers have told us that high gas prices are a top budget concern, nearly as large an expense to their households as food and groceries."Wal-Mart Stores (NYSE:WMT) has a potential upside of 17.8% based on a current price of $52.53 and an average consensus analyst price target of $61.89.Wal-Mart Stores is currently below its 50-day moving average (MA) of $54.15 and below its 200-day MA of $53.99.
