A bill that would restrict protests at funerals has won its first round in the Kansas House of Representatives. The House advanced the bill without any debate. The law was enacted last year, but it was never enforced. One provision says the bill won’t take effect unless upheld by the Kansas Supreme Court. Earlier this month, the court ruled the "trigger" itself was unconstitutional.
