Noch am 15. Juni 1961 antwortet der damalige Staatsratsvorsitzende der DDR, Walter Ulbricht, auf einer Pressekonferenz in Berlin auf die Frage einer Pressevertreterin: "Niemand hat die Absicht, eine Mauer zu errichten!" Keine zwei Monate beginnt am 13. August 1961 der Bauerbau.
