The Rubbadubbers are playing underwater football in the bath and Reg is frustrated that he can’t join in.  If he goes underwater his joints will rust, so he just ends up standing guard for any footballs that come flying out of the bath. As another ball bounces off him he wishes, “if only I could go underwater.”
