被災証明書求め、市民が行列 茨城・水戸市
東日本大震災の被災者などを対象に、東北地方を発着する高速道路の無料化が２０日から始まり、地震によって被害を受けた茨城・水戸市では２０日、通行の際に必要となる被災証明書を求めて市民が行列を作った。市は当面、特設の窓口を設置して対応するという。
