和香港同樣奉行一國兩制的澳門，回歸中國十周年。特首選舉，連任兩屆的何厚鏵必須交棒。前社會文化司司長崔世安挾逾九成選委提名，篤定成為第三任澳門行政長官。 崔世安出身澳門三大家族，背景與何厚鏵相似，叔父崔德琪與何厚鏵父親何賢、馬萬祺，六十年代叱一時。崔世安留學美國，在首兩屆特區政府，擔當重要角色。 澳門爆出歐文龍貪污大案後，下一屆行政長官應為「商人」，還是由「公務員」、「專業人士」治澳，引起爭論。本集檢視崔世安十年政績，觀察其管治能力、分析澳門十年來的法治建設。對比之下，同樣實行一國兩制的香港，又有何異同？
