復興基本法が成立
東日本大震災からの復興の実施権限を持つ復興庁の設置や特区の新設、復興財源のための復興債の発行などを盛り込んだ復興基本法が２０日夕方の参院本会議で可決・成立した。菅首相は、できるだけ早く法律に基づいた復興担当相を選任する考え。
