Telephone lines were open for comments on a Senate amendment vote that would delay the implementation of a limit on debit card swipe fees that banks may charge merchants. The cap was part of the 2010 financial regulations law. The Senate was to vote on Senator John Tester’s (D-MT) bill later in the day.
