Public Record One Issue / Two Voices Buy American / Buy Canadian: The New Protectionism? The One Issue, Two Voices series draws on expertise from both sides of the Canada-U.S. border to stimulate dialogue on policy issues affecting the bilateral relationship.  The first sesion, in Washington, D.C. on May 4th, 2010, featured a discussion on protectionism and the controversial "Buy American" policy. Robert Baugh, executive director of the AFL-CIO Industrial Union Council, and William Robson, president and CEO of the C.D. Howe Institute, debated their contrasting approaches to the concept. The moderator was William Krist, a senior policy scholar at the Woodrow Wilson International Center for Scholars.
