An expert on utilities regulation, Holden is a former commissioner of the Federal Energy Regulatory Commission and the Public Service Commission of Wisconsin.  He also served on the U.S. Department of Energy’s Task Force on Electric System Reliability, a 21-member committee charged with providing recommendations to the U.S. Secretary of Energy on the reliability of electricity systems in the United States.
