Scrums The federal government is pushing for speedy passage of Bill C-23, which would reform the pardon system. The urgency is in response to news that convicted killer Karla Homolka is eligible to apply for a pardon on July 5. NDP Leader Jack Layton, Liberal Public Safety Critic Mark Holland, and Bloc Québécois Leader Gilles Duceppe spoke to reporters about the bill.
