The American Relief Administration assists: children are observed by relief experts Dr. Vernon Lyman Kellogg and Elmer Burland. (8) Gen. John Joseph Pershing lays a Congressional Medal of Honor on the Poilu’s grave at the Arc de Triomphe; American soldiers march through Paris in tribute. At Coblenz, Germany, Gen.
