In the Presidents' Annual Economic Report, the 'offshoring' of U.S. service jobs was called both 'a gain' and 'a good thing.' Critics questioned how the loss of 3 million jobs could be framed in such positive terms.  Is job outsourcing a new way of conducting international trade with future economic benefit? Is 'offshoring' the latest contrivance for the natural ebb and flow of economic cycles? What does the future hold for the 9 million Americans presently unemployed?
