It is very difficult to work in the present situation. Maoist has been creating trouble in their work. They are not loyal to the country. Their trend shows that they have been worsening the country situation.If there was be favorable environment to work and Maoist has not obstacle in their process of working, the irrigation ministry would come up with much development programs in agriculture.As Nepal is agriculture country and the economy is mainly based on Agriculture, the government should focus on it and provide appropriate budget.
