申訴專員冀政府部門之間勿互相卸責
申訴專員黎年，出席一個電台節目後表示，政府部門之間的權責會出現灰色地帶，若果互相卸責，會令投訴的市民感到不滿及沮喪。他認為，部門應該放下身段，審視投訴原因所在，有時部門間需要互相協調解決，而非推卸到另一部門。 另一方面，黎年認為，涉及外判工作的投訴，負責的部門亦難辭其咎，因為將工作外判，不等於同時把責任亦外判。
