民主黨倡設立精神健康局支援精神病康復者
民主黨與食物及衞生局局長周一嶽，討論精神病康復者支援不足問題，建議政府設立精神健康局，提供綜合服務，包括治療，協助就業及解決居住問題。 民主黨主席何俊仁指出，負責處理精神病的個案經理，多數屬於護士及職業治療師，缺乏調配資源的能力，未能解決精神病人的住屋及就業需要，支援不足。他認為，要協助患者融入社區，除了要治療之後，提供穩定居所及治療，亦十分重要。 民主黨議員黃成智表示，社區存在許多隱蔽精神病患者，建議政府加強教育如何識別患者，民主黨會就精神病康復支援問題撰寫報告，預料兩至三個月內完成，之後提交政府。
