In the wake of the so-called flash crash last month, the big question is whether regulators can keep up with the pace of technological advances in markets. Michael Aitken, chairman of Smarts, an Australian surveillance company that works with exchanges and regulators across the world, argues that regulators' difficulties are because their jurisdiction is limited to national boundaries while the players they police are supranational.
