BQ MP Maria Mourani is appealing specifically to the Liberal and NDP leaders to convince uncooperative members of their caucuses to vote against Bill C-391, which was tabled by Conservative MP Candice Hoeppner. Clinton Archibald, a professor at St. Paul University, analyzes issues raised in the House of Commons.
