The Kunduz Airstrike - Debacle for Germany ? Almost every day, new details are emerging about the September airstrike ordered by a German commander The government’s communication policy has come under intense scrutiny.  Was the airstrike on two tanker trucks justified, even through civilians were killed? Was the attack 'militarily appropriate', as Germany's Defense Minister Karl-Theodor zu Guttenberg stated in early November - or not, as Guttenberg said more recently. Are German soldiers permitted to carry out 'targeted killings' or is this activity inconsistent with the German mandate in Afghanistan? Did the last German government secretly sanction a more aggressive strategy? What did the German Chancellor know about the airstrike and, above all, when? The questions have left the government on the defensive — but convincing answers have yet to be offered. The incident has already cost a number of high-ranking officials their jobs. Revelations that the Defense Ministry had suppressed information on the strike prompted Franz Josef Jung, who was defence minister at the time, to resign from his new job as Labor Minister. The Chief of Staff Wolfgang Schneiderhan has resigned and another top Defense Ministry official, Peter Wichert, was fired. If the opposition has its way, Guttenberg's head will be the next to roll. A parliamentary inquiry into the incident will probe each of these questions. Opposition parties are now calling for Chancellor Angela Merkel to appear before the parliamentary committee to answer questions about her role in the affair. She may be hauled in front of the committee just ahead of the international conference on Afghanistan, which will be held in London in the new year. Then in London, Germany is likely to come under pressure to send extra troops to the region - a request unlikely to go down well in parliament.
