邱騰華：膠袋徵費政策成效取決企業盡責及市民改變心態
環境局局長邱騰華表示，膠袋徵費實施以來，受規管商戶平均每季派發的膠袋數目約為1300萬個，比徵費前大減9成。 直至第三季，政府累積收到的膠袋徵費不足2000萬元，遠較原先估計每年收到2億元低。 邱騰華在一個電台節目表示，外國部分地區實施膠袋徵費一段時間後，市民故態復萌，或者有商戶取巧，令政策成效減低。被問到如何應對部分超市濫派平口袋，邱騰華表示，政策成功取決於企業盡責及市民改變心態，他呼籲，社會珍惜過去一年成功的結果。
