金融海嘯，減薪裁員新聞無日無之，正是工會最忙時。不過，原來最忙碌，並非必然是工運發展的黃金時間。十年前的亞洲金融風暴，職工盟協助催生了十多個工會，不過到現在，大部分都只剩下個殼，工會亦淪為「救水隊」角色，要令到工會持續發展，反而在太平盛世時，有更充裕時間、空間去培訓工會領袖。 香港兩大工會：工聯會及職工盟，政治立場各異，人力物力財力懸殊，處理勞資糾紛和發展工運的手法，亦不盡相同。他們未來的發展空間如何？
