Gov. John Kasich’s proposal to privatize the Department of Development is closer to reality. But the discussion in the Ohio House ended with a party line vote and lots of partisan debate.  Gov. Kasich’s cabinet is almost complete. This week he added Michael Colbert as head of Job and Family Services, which is noteworthy because it’s the state's largest agency, it's likely to take the biggest hit in the budget, and Colbert is Kasich's first African-American cabinet member. Last week, the Ohio Legislative Black Caucus announced it was considered filing complaints with federal and state equal opportunity agencies, and even a federal lawsuit, if Kasich didn’t consider diversifying his cabinet. This week, two Ohio veterans of World War II were lauded with the French government’s highest award. Robert Garrett of Marietta and Charles Spray of Barberton, both 87, became Knights of the Legion of Honor, a degree established by Napoleon Bonaparte in 1802. And the Statehouse is adding another high-tech trick for visitors – free self-guided tours of various sites around the Statehouse and the Capitol Square complex that can be downloaded to an iPod or other digital device.
