Rehab rather than prison
Two years after the state of Kansas passed a law giving drug abusers a chance to clean up and avoid jail, the program is showing some promise of saving taxpayers money. Senate Bill 123 makes rehab, not jail, mandatory for non-violent drug offenders. But Sen. Pete Brunghardt (R- Salina) said the bill wasn’t originally constructed to serve as a tax break for Kansans.
