劉吳惠蘭否認「起錨」宣傳片屬政治廣告
有立法會議員質疑政改方案未表決，不屬既定政策範疇，政府在電視賣「起錨」宣傳片屬於政治廣告，應該受到規管。 商務及經濟發展局局長劉吳惠蘭表示，有關宣傳屬於政策推廣，政府亦有責任推動政策落實，即使政策未拍板，也會作宣傳。 有議員批評，當局未能規管由政黨贊助的節目，劉吳惠蘭回應說，即使節目受贊助，也要因應內容決定是否涉及政治成分，需要規管。
