黃仁龍﹕320萬選民選出5個新增區議會議席代表
律政司司長黃仁龍表示，區議會新功能組別5個議席，是由320萬名在原定的功能界別中，沒有投票權的選民投票選出，而並非全部343萬名登記選民均有投票權。 黃仁龍又表示，區議會新功能組別只有民選區議員才有資格參選，與地區直選不同，所以這種選舉並非直選，符合基本法和人大常委2007年的決定。 他又說，區議會新功能組別的議員，仍屬於功能組別議員，性質並沒有改變。
