劉江華認為副局長及政助表現中規中矩
行政會議成員兼民建聯副主席劉江華認為，政府經檢討後決定全體副局長及政治助理凍薪，未必是政治決定，過去兩年這批團隊表現中規中矩，凍薪是恰當。 劉江華在一個電台節目後表示，無需要推翻這兩層政治問責架構，但希望副局長及政助多落區聽取公眾意見，提升政治能力。 民主黨立法會議員張文光，希望政府公開副局長及政助的評核報告，根據他們的表現及公眾期望，重新審視他們的薪酬制度是否合理。 城大公共及社會行政學系副教授葉健民認為，政府只公布副局及政助出席立法會次數，未能反映是否達到原本要減輕政務官政治壓力成效，凍薪亦是唯一選擇。
