AUSTIN - It is clear that deep cuts to education and health and human services are coming under both the House and Senate versions of the state budget, however, with the clock ticking, some are taking to the air waves and others are looking to the heavens to bring their messages to the State Capitol. "It is raining; it is raining in Texas," said the Rev. John Ogletree of First Metropolitan Church of Houston opening his umbrella Thursday at the Capitol.  "Not only is it raining, it is thundering, it is pour
