The people of Kosovo declared independence two years ago. But their problems are far from over. Serbia has refused to recognize the new republic and has challenged its legality at the International Court of Justice in The Hague.The town of Strpce (also known as Shtërpcë), where two thirds of the population are ethnic Serbs, illustrates the tensions in the region. It has two mayors and two municipal parliaments that spend most of their time blocking each other’s moves. The result has been stagnation. Refugees returning to Kosovo have found a country still torn apart by ethnic and political strife.
