Witnesses testified about differences in financial regulatory approaches between the U.S. and other countries, and the effects of those disparities on U.S. companies and the economy at large. Topics included risk assesment, global banking regulations, capital holding requirements, and bank surcharges. Outgoing Federal Deposit Insurance Corporation ChairSheila Bair said that she found it "troubling" that European financial institutions were setting their own capital requirements.
