Die Bürgerämter stehen vor einer schwierigen Situation. Zu wenig Personal muss zu viele Aufgaben bewältigen. Hinzu kommt eine lange Wartezeit für die Kunden. Viele Mitarbeiter fehlen wegen Urlaub und Krankheit. Die Anforderungen steigen, weil die Wahlen im September vorbereitet werden und die Nachfrage der Berliner nach international gültigen Papieren zunimmt.
