泛民發起五區公投之後整整一年，特區政府未經諮詢，突然推出遞補機制方案，決意堵塞立法會議員隨意辭職進行補選的漏洞，引起社會，尤其是兩個律師團體強烈反彈，令今年參與七一遊行人數，創了曾蔭權上台以來的紀錄。特區政府由提交草案，到大幅修訂遞補方法，到最後宣布押後表決方案，連番轉軚，希望拆彈。當局表示，兩個星期將提出遞補方案的諮詢文件，是否就能夠平息風波？ 記者: 李國忠 李賢哲
