Capital One Financial (COF) said late yesterday it has agreed to buy ING Groups ING Direct online bank in a cash and stock transaction valued at $9 billion. Capital One said upon completion of the transaction, it will become the 5th largest depository institution and the leading direct bank in the US It said the transaction strengthens its customer franchise and brand and provides significant financial and strategic upside with low execution risk.
