City-mandated storm shelters not likely for Lawrence
When the tornado hit Southwest Lawrence two years ago, not all the officials at the Douglas County Emergency Management Department had a shelter at home, not even its director Paula Phillips. She lives in a single-family slab home with her family, and fortunately, everybody was safe.
