盲胞虐導盲犬 開罰成先例
新北市楊姓視障女子，3日晚間急著帶生病的小孩回家，途中不耐導盲犬Quito停留便溺，以狗鍊將Quito凌空甩起，被路人以手機拍下PO上網。台灣導盲犬協會4日收回Quito，5日陪楊女主動到新北市動物防疫檢疫處說明、認錯。市府打算開罰7250元，成為國內首宗盲胞虐待導盲犬挨罰案例。
