European Union leaders gathered in Hungary over the weekend, and announced they would begin negotiations with Portugal on an emergency aid package. But a political vacuum in Portugal threatens success and reaching a deal by a mid-May target. Dow Jones Newswires' Riva Froymovich reports from Hungary.
