運輸及房屋局表示，市民對是否以公帑資助置業有不同意見。 局長鄭汝樺在立法會房屋事務委員會表示，在諮詢過程中，有市民建議，以資助首期及稅務優惠等措施協助市民置業，並表示如果得不到政府資助，以現時樓價就永遠無法置業。亦有建議希望政府復建居屋及置業貸款協助市民置業。 亦有反對的意見表示，協助市民置業，並非滿足住屋需求的主要方向，資助亦對之前透過自己努力置業的市民不公平，又指現時仍有百多萬的上車盤，月入兩三萬元的市民亦有能力置業。
