國際法庭認為科索沃宣布獨立，並無違反國際法規。美國國務卿希拉莉隨即呼籲各國，承認科索沃。 不過，俄羅斯及塞爾維亞堅持，不會承認科索沃是獨立國家。聯合國秘書長潘基文呼籲有關各方，不要作出挑釁行為，影響對話。 新華社引述國際法院發言人表示，國際法庭就科索沃獨立問題，只是發表《參考意見書》，並非最終裁決。 科索沃在2008年脫離塞爾維亞獨立，獲得多個西方國家接納，但塞爾維亞指科索沃這樣做危害國際秩序，要求國際法庭仲裁。
