陳智思：報告沒提發水上限非懼發展商
可持續發展委員會主席陳智思表示，優化建築的諮詢報告書提出51項建議，但無訂出總樓面面積寬免上限的實際數字改善發水情況，並非懼怕發展商，而是交由政府考慮，如果發展商不改善，相信立法是最後一步的做法。 他又說，在現今社會，實在難以容忍有個別行業，缺乏透明度。 他出席一個電台節目時說，部份樓宇設施獲得總樓面面積豁免，原意是配合環保設計，但委員會發現，例如郵遞室，過多的泊車位，一些窗台或露台的設計，根本與環保無關。
