That is the main argument behind four appeals  that date back to the 1990s. Several access-to-information requests were denied regarding former prime minister Jean Chrétien’s daily agendas from 1994 to 1999. The appeals also deal with former transport minister David Collenette's agendas, as well as documents of former defence minister Art Eggleton.The federal government argues that the office of the prime minister or a cabinet minister is not considered a "government institution" under the Access to Information Act.
