Inquiries on CPAC Quebec Bastarache Inquiry CPAC provides coverage of the Commission of Inquiry into the appointment process for judges to the Court of Quebec, municipal courts and the Tribunal administratif du Québec. Headed by Commissioner Michel Bastarache, former Supreme Court Justice, the inquiry was established by Quebec Premier Jean Charest to look into allegations of partisan interference in the nomination of judges within the province.
