唐英年：首次凝聚集體意志修訂基本法附件 創造歷史
立法會開始辯論政改決議案，政府先動議修訂行政長官產生辦法。 政務司司長唐英年發言時表示，無論今天辯論進行多少小時，在香港人追求民主的進程，這只是微不足道一剎那，而創造這一剎，除了是議事堂內的官員與議員，也有賴無數真心為民主奔走斡旋的人及700萬市民。 他形容，現時是創造歷史，因為很快會決定，本港是否可以首次凝聚足夠集體意志，啟動修訂基本法附件一、附件二，為2017、2020普選奠定堅實基礎。 唐英年說，今次創造歷史，證明香港的政治發展趨成熟，只有溫和、務實、理性路線，才可推進民主。
